Civil society comments on European development policy

The European Commission (EC) is preparing in the coming months to debate the future of its development policy. For this purpose it has launched a number of public consultations to receive inputs from stakeholders regarding key issues for EU’s development policy.

European Report on Development

Supported by the European Commission and seven Member States, the European Report on Development (ERD) is published annually. This year, the ERD covers ‘social protection for inclusive development’ in Sub-Saharan Africa. Social protection in Africa includes topics as diverse as cash transfers, health insurance, old age pensions, disability, unemployment benefits, and more. The Institute of Global Responsibility has conducted a simple analysis of the European Commission’s Spring Package in the context of Polish aid. The analysis is also useful to those countries where ODA faces similar problems to Polish ODA.
Official Development Assistance 2009: Poverty on the up as EU aid falls

The figures on official development assistance (ODA) in 2009, published today by the OECD’s Development Assistance Committee, paint a bleak picture. In a year marked by severe world economic crisis, ODA, generally acknowledged as the essential tool to fight poverty, stagnated. Contrary to the EU’s overtly repeated commitment to scale-up aid, EU ODA fell. Just one year ahead of the deadline set for reaching EU aid targets, prospects are quickly diminishing that the EU will reach their collective commitment to deliver 0.56% ODA/GNI by 2010.

Missing the targets: EU aid falls short of promises

Aid pledges made by donors for 2010 fall short of the promises made five years ago, the OECD’s Development Assistance Committee (DAC) reported in an extraordinary announcement today. In 2005, major donors committed to increasing annual official development assistance by US$ 48bn by 2010, compared to 2004 levels. The lion’s share was supposed to be contributed by the EU member states. But the calculations published today (February 17) by the DAC indicate that only US$ 27bn of the extra funds promised to fight poverty will actually be made available – amounting to a shortfall of US$ 21bn.
